The arrests were made by the PSNI’s District Crime Team following the discovery of the drugs in the area of O’Cahan’s Rock at the Roe Valley Country Park.
The operation follows the recovery of speed and herbal cannabis in the same area last month.
Both men have been released on bail pending further enquiries.
