Mr Feeney, who lived locally, was walking along Glenshane Road when he was struck by a car close to its junction with Drumahoe Road at around 1.50am.
The Glenshane Road between Church Brae and Millbrook Park which had been closed has now re-opened.
Police are appealing for anyone who witnessed the incident or anyone who was travelling on the Glenshane Road early this morning and saw a young man wearing a grey hooded top and blue jeans walking along the footpath or road to contact the Collision Investigation Unit at Steeple Police Station or police at Strand Road on the non-emergency telephone number 101.
