RAMSEY: OPT-OUT TRANSPLANT SYSTEM WILL SAVE LIVES

Donar cardSDLP Foyle MLA Pat Ramsey has spoken in favour of the Human Transplantation Bill in the Assembly Chamber during its Second stage.

The bill advocates a new opt-out system and includes protections for the wishes of family members.

He said: “In advance of bringing this bill forward; a comprehensive consultation process was undertaken.

“Nearly 83% of respondents supported a change in the law and a new opt-out system.

“Locally, under the current system, the percentage of the population who are registered sits at just 30%, despite the fact that UK wide surveys have shown that 90% of individuals are willing to donate organs.

“This bill will save lives and I am grateful for the safeguards which this bill puts in place with appropriate family safeguards, a requirement for express consent in certain cases and the ability for people to nominate advocates to affirm wishes upon death.

“A key provision of this bill is that transplantation activities are lawful, only if there is consent.

“For some, it is difficult to discuss their death, even with those they are close to. This legislative change, and the increased awareness which will come with it, should bring the issue of organ transplantation to the fore for many people.

“Hopefully, it will mean that more discussions take place around this issue, and people are aware of the wishes of their close friends and family.

“The family safeguards of this bill will ensure that families are still involved in any discussions surrounding organ transplantation, unless the person has expressly chosen to opt-out.”
