The body of the 52-year-old was found in a lane way off Creggan Street in the Bogdide in the early hours of last Sunday.
In the dock today were Sean Rodgers (31), of Little Diamond in the city and Derek Cresswell (26) of no fixed abode.
Both were formally charged in court with the murder of the father-0f-nine.
Police said that Mr Meenan had sustained significant injuries to his head and body.
District Judge Barney McElholm issued a warning to people in the public gallery before the men appeared that he would not tolerate any disruptions to proceedings.
Rogers and Cresswell subsequently appeared in the dock and confirmed their names and that they understood the charges.
A senior detective with the PSNI’s Major Investigation Team told the court that she could connect both men to the murder charge.
Heartbroken relatives of Mr Meenan were weeping and crying in the public gallery during the hearing.
No bail applications were made and both men were remanded in custody to appear again on Friday, December 20.
Police officers had to intervene to hold back some members in the public gallery who screamed abuse at the two defendants as they being led to the cells.
Meanwhile, detectives have been granted a further 36 hours to question a 17-year-old about Mr Meenan’s murder.
On Thursday night, police were given a further 26 hours to question a 19-year-old man over the murder.
