James Collins’ goal had Luton ahead at half-time, but Curtis drew Pompey level seven minutes into the second half.
Matt Clarke and Jamal Lowe created the opening and the ex-Derry City attacker drove home.
Collins netted from the spot to restore the Luton advantage.
While Omar Bogle, on his debut, equalised again for Portsmouth, George Moncur’s late free kick gave Luton victory.
Portsmouth have a game in hand on Luton.
