She has been taken to Musgrave Serious Crime Suite in Belfast for questioning.
It brings to three the number of people arrested so far over her murder.
Two teenagers – aged 18 and 19 – were arrested last Saturday in Derry.
They were later released unconditionally on Sunday.
The 29-year-old journalist was died after she sustained a gunshot wound to head after a masked gunman fired shots at an armoured police landrover.
Her funeral will take place on Wednesday, April 24, at St Anne’s Cathedral in Belfast
