The youth was arrested by police following disorder near a European election polling station in the Galliagh area of Derry on May 23.
At the time police said officers were lured into the area over a hoax device and then came under attack by youths hurling petrol bombs.
The youth is also charged with possessing a paint bomb when arrested.
A defence solicitor told the court the schoolboy had refused to leave his care home for today’s court appearance.
Presiding District Judge Barney McElholm said he was issuing the arrest warrant despite being loathe to do so.
He added that he could not have the boy dictating when he would attend court.
