The move could be introduced as early as next Monday, August 10.
It is not yet clear if enforcement measures will take effect at the same time or on a later date.
Currently the wearing of face coverings is strongly encouraged in shops and enclosed spaces in the North of Ireland.
Ministers have been meeting to discuss a proposal from Health Minister Robin Swann to bring forward the original review date of the policy which was Thursday, August 20.
The NI Executive was due to review the policy on that date and could have then made it law, but there had been calls for the date to be brought forward.
Mr Swann was concerned about mixed messaging from the executive, and it is understood ministers have now changed the policy.
Earlier Infrastructure Minister Nicola Mallon said it was a “no brainer” not to make face coverings compulsory in shops.
She tweeted: “10% of Translink passengers wearing face coverings before the move to mandatory.
“80% compliance among passengers after making it mandatory.
“It’s a no brainer.
“Moving to mandatory works & is an important part of our societal response to keeping each other safe Face with medical mask.”
