Among those at the meeting was the North West Taxi Proprietors who represent cabbies in Derry.
Nichola Mallon has been given legal powers to come up with a scheme, which is expected to be brought to the executive on Thursday.
If agreed by ministers, support packages for both the taxi industry and coach operators are expected.
After bringing a paper to the executive, Ms Mallon will put in a formal bid with the finance minister.
Some drivers have fallen through the gaps in existing schemes and say customers have disappeared because of Covid-19 restrictions on hospitality and tourism.
Eamonn O’Donnell of the North West Taxi Proprietors released a statement after the meeting with Nicola Mallon.
Mr O’Donnell said: “Just finished the meeting with the Minister.
“There is goo news for taxi rivers an disappointment for taxi operators.
“The goo news is that there will be a bespoke scheme for the taxi rivers base on overheads an rising costs due to the pandemic for PPE.
“We have no figures at this point.
“The Minister will present it to the Executive on Thursday and then it will go to committee.
“The target start ate for the scheme in November 9.”
