It is understood this proposal has been submitted for the Stormont Executive to consider when it meets to review of Covid-19 lockdown restrictions on Thursday, April 15.
Lessons in England and Wales resumed on Monday of this week with practical and theory tests due to restart next week.
Stormont ministers have said they are hoping to provide reopening dates to some other services on Thursday as part of the easing of lockdown.
Those include hairdressers, barbers, nail bars, beauty salons, non-essential shops and some parts of the hospitality sector.
Restaurants who don’t serve alcohol could reopen outdoors.
The answer everybody is waiting for now is the confirmed date so they can plan the reopening of their businesses.
It has been widely suggested that Monday, April 26 is the date for the next major unlocking of sectors which have been shut since Boxing Day, December 26.
But it is understood that some within the Executive may push for an earlier reopening, possibly Friday, April 23 to help boost businesses with a brisk weekend trade.
The reopening of the entire hospitality sector may not come until late May.
On Tuesday, the Department of Health reported no further deaths and 112 new cases in the previous 24 hours.
Hospital inpatient numbers continue to fall and only five nursing homes are currently dealing with an outbreak of Coronavirus.
