He was speaking after it emerged that procurement difficulties meant council had not been able to spend the Department for Communities funding in time.
This was jeopardising the investment on a number of projects including £30,000 to improve access to the Strathfoyle play park for people with disabilities.
Said Cllr Fleming: “It is very concerning that the procurement process was not delivered on time to allow these vital projects to go forward.
“I also want to acknowledge the disappointment and hurt of the young people who were told that this investment would be delivered this year.
“Discussions must now take place between the department and the council to seek a resolution and ensure these projects are delivered as soon as possible.”
