He has been further charged with causing an explosion likely to endanger life or cause serious injury to property and possessing explosives with intent to endanger life or cause serious injury to property.
The man is due to appear at Dungannon Magistrates Court on Wednesday, December 14, for a first remand hearing.
As is usual procedure all charges are reviewed by the Public Prosecution Service.
The charges are in relation to a bomb attack in the Mount Carmel Heights area of Strabane on Thursday, November 17.
The New IRA later claimed responsibility for the attack.
