Mr Starmer is expected to be accompanied on the visit by a number of senior party figures.
He will also visit St Columb’s College where he will meet and take part in a question and answer session with students and pupils from other schools which are part of the Foyle Learning Community.
The high-profile event also coincides with the John and Pat Hume Foundation-organised “Peace Summit” at Ulster University’s (UU) Magee campus.
The event is bringing together more than 100 people from across Ireland to examine the “unfinished business” of reconciliation and the Good Friday Agreement.
It has been organised by the Hume Foundation along with the Glencree Centre for Peace and Reconciliation, Youth Action NI, the Hollywell Trust and UU’s Internal Conflict Unit along with the Integrated Education Fund.
Ms Mowlam’s term as Secretary of State for Northern Ireland from 1997 until 1999 coincided with the build-up to and signing of the Good Friday Agreement in 1998.
It is understood Mr Starmer will attend the UU launch of a major project which has been established in honour of Ms Mowlam.
She died in 2005 at the age of 55 from a brain tumour.
