SDLP MLA Mark H Durkan has welcomed steps from the Department of Health to restore an automatic entitlement help with healthcare costs for individuals in receipt of Universal Credit.
70,000 people in receipt of income related legacy benefits migrating to the new system are currently required to complete a HC1 form in order to claim financial help with GOS sight test, glasses and dental treatment.
Said the Foyle MLA: “I’m glad to see progress on this massive oversight which is already having a far reaching impact on access to healthcare for many vulnerable individuals.
“My office has spoken to many constituents who have been overwhelmed and confused by the current process.
“This will undoubtedly see a vulnerable cohort neglect their oral and eye health which could have serious consequences further down the line.
“Those in receipt of income related benefits were automatically entitled to help with healthcare costs including dental treatment, eye tests and vouchers towards glasses.
“However, due to existing UC legislation claimants must now complete a laborious application and wait for a determination on whether they’re entitled to full or partial support before they can avail of help.
The discrepancy only applies to the North of Ireland while claimants in England, Scotland and Wales have an automatic entitlement.
“It’s extremely unfair that the onus falls to people to jump through hoops in order to access support to which they’re entitled.
“Not only does this process present barriers for low-income households but it is increasing an administrative burden on the advice sector, opticians and dental practices.
“I am pleased that following representations from myself and others, the Health Minister is working to reinstate automatic passporting for those impacted.
“I hope to get confirmation on these necessary changes soon.
“People cannot wait any longer, delays enacting the provision will serve to deepen health inequalities for this high-risk group.”
